Taking it to the Next level: Corporate Parents and Children in Care Councils
All parents want the best for their children. For children in care, it’s local authority elected members and officers (termed 'corporate parents') who are responsible for providing a standard of care that would be good enough for their own children.
It’s a huge challenge to be a good corporate parent – to assess how well you’re doing and to take action to improve outcomes for children in care and care leavers.
Our Taking it to the Next Level project, a partnership between the NCB and A National Voice (ANV), was funded by the Department of Education from 2013–16 to stimulate action to improve outcomes for children in care.
Taking it to the Next Level events
We ran 24 events and workshops across the country between 2013–16 for children in care council members to attend with their corporate parents.
The events were attended by over 800 delegates, including corporate parents and young people from 99 different local authorities.
The objectives of these events and workshops were to:
- Encourage and support corporate parents and young people to work together;
- Facilitate the sharing of ideas between local authorities in order to strengthen the children in care councils and the corporate parents;
- Explore how corporate parents and children in care councils could work more effectively together;
- Raise the bar in terms of aspirations for children in care and;
- Stimulate actions to improve outcomes for children in care.
The events were supported by Edward Timpson, MP Minister of State for Children and Families, who opened our final celebration event on 17th February 2016 by video. Watch the clip here:
We evaluated the effectiveness of the events at the end of the first two years covering 2013–15 and at the end of the final year of the project from 2015–16.

As part of the project, we produced a series of downloadable materials to support local authorities working to narrow the gap between the outcomes of looked after children
We also created a series of animated videos that explore issues relating to children in care.
